    Local authorities encourage those submitting proposals for larger schemes or schemes of a sensitive nature to undertake consultations with local communities prior to submitting a planning application.
    Public Consultation Service (PCS) has been set up for this purpose, to provide a platform for developers and their agents to communicate their plans at various stages in the development process and specifically prior to submission. Eliciting the views and aspirations of a range people, communities and organizations helps raise issues that could influence the design process and promotes change that better integrates schemes within their localities.
